The necessity of the change derives form the Commision regulation (EC) No 1794/2006 of 6 December 2006 laying down a common charging scheme for air navigation services.
The new navigation rates were established according to this regulation, on the basis of PANSA’s expenses related to providing terminal navigation services. According to the regulation mentioned below, approved charges are going to be obligatory for the year 2008 – to December 31, 2008.

* Terminal navigation charges are the one of two types of charges collected from the airspace users (airlines and other aircraft users) for providing air navigation services. Terminal navigation charges provide PANSA the refund of expenses related to providing tower control, airport aeronautical Information services and other air navigation services dealing with arriving and departing airplanes on ground and in allocated airspace.
