The Minister of Transport’s ordinance on introduction to implementation of Eurocontrol’s requirements on en-route charges system regulations was directed for the public consultation.
The regulation is to implement Eurocontrol’s documents concerning en-route charges system into the Polish legal system:
- “Amendment of the Conditions of Application of the Route Charges System and Conditions of Payment”
- “Principles for Establishing the Cost-base for Route Facility Charges and the Calculation of the Unit Rates”
These regulations describe the way of establishing en-route charges and the way of calculating their cost-base. They were implemented to the EC legal system in the large extent in The Committee regulation (EC) No 1794/2006 dated December 6, 2006, establishing the united air charges scheme. However, Eurocontrol regulations are much more detailed in some areas than EC regulations described in above-mentioned ordinance.
Eurocontrol regulations on en-route charges are the first of the two categories of air navigation charges. They describe the categories of costs which have to be identified during the works on the cost-base of these charges and describe the requirements for the presentation of costs mentioned above. They also introduce the technical terminology of classing and calculating costs, which have the use in en-route charges within Eurocontrol system.
The regulations will not have an impact on financial reports of the air navigation services providing institutions, which according to the (EC) No 550/2004 regulation dated March 10, 2004 on the provision of air navigation services in the Single European Sky – must be held within the International Accounting Standards.
