Temporary and mobile air navigation obstacles’ (e.g. cranes) location approval

The Act of the 14th of December 2018 amending the Polish Aviation Law and certain other acts (Journal of Laws 2019, item 235) introduced, among others, provisions requiring the approval by the Polish Air Navigation Agency of the location of temporary and mobile obstacles exceeding the elevation designated by the aerodrome obstacle limiting surfaces.

In accordance with article 87 section 4 of the Aviation Law (Journal of Laws 2018, item 1183, as amended), all temporary and mobile obstacles (mostly cranes) in the vicinity of an aerodrome must be, under separate regulations, approved by the aerodrome operator and the air navigation services provider – if such a service is provided at a particular aerodrome.

The Polish Air Navigation Agency is an institution providing air traffic services at 15 airports in Poland, therefore the installation of temporary and mobile aviation obstacles in the vicinity of these airports (i.e. within the limits of the obstacle limitation surfaces established for these airports) is subject to a formal approval by PANSA.

The above applies to the following airports:

  3. KRAKOW/BALICE (EPKK)
  4. KATOWICE-Pyrzowice (EPKT)
  5. LUBLIN (EPLB)
  6. ŁÓDŹ-LUBLINEK (EPLL)
  7. WARSAW/MODLIN (EPMO)
  8. POZNAŃ/ŁAWICA (EPPO)
  9. WARSAW/RADOM (EPRA)
  10. RZESZÓW-JASIONKA (EPRZ)
  11. SZCZECIN-GOLENIÓW (EPSC)
  12. OLSZTYN-MAZURY (EPSY)
  13. CHOPIN in WARSAW (EPWA)
  14. WROCŁAW-STRACHOWICE (EPWR)
  15. ZIELONA GÓRA/BABIMOST (EPZG)

Applications for the approval of the location of temporary and mobile air navigation obstacles in the vicinity of airports should be submitted at least 30 days before the planned erection of the obstacle.

Applications for approval of the location of temporary and mobile air navigation obstacles exceeding the elevation of the obstacle limitation surfaces in the vicinity of aerodromes other than those listed above, will not be considered by PANSA.

Applications for approval of the location of temporary and mobile aviation obstacles (mostly cranes) in the vicinity of airports listed above should be sent electronically to kancelaria@pansa.pl or sent to the following address:

The application should contain data and information necessary for its proper and timely consideration, i.e.:

1) information about the applicant: the applicant’s address, telephone and fax numbers;

2) specification of the type of obstacle, in particular: stationary or mobile crane, etc.;

3) the planned location of the obstacle, specified using geographic coordinates according to the World Geodetic System WGS-84, with an accuracy of 1/10 of a second in the format: DD°MM’SS.S”N, DDD°MM’SS.S”E;

4) a map in any scale, indicating the location of the planned obstacle;

5) the maximum height above ground level of the obstacle, with an accuracy of at least half a meter;

6) the elevation of terrain at the planned location of the obstacle above mean sea level referenced to the PL-EVRF2007-NH vertical frame, with an accuracy of at least half a meter;

7) the expected date of the obstacle’s erection and its dismantling (planned operation time).

In order to maintain the proper quality and correctness of the data of the approved obstacles, the WGS-84 geographic coordinates (horizontal location), the height of the obstacle and the elevation of terrain (vertical values) should be confirmed by a certified surveyor.

In order to ensure the smooth installation of temporary obstacles in the vicinity of airports, the information listed above should be provided to PANSA at least one month in advance. If the consideration of the application requires additional information, the applicant will be informed of the need to supplement the application.

The approval will be issued in electronic form and sent to the e-mail address indicated in the application.

The approval obtained from PANSA does not exempt the applicant from obtaining an independent approval from the airport operator in accordance with the provisions of article 87 section 4 of the Aviation Law Act of the 3rd of July 2002.

From the 1st of March 2022, PANSA has introduced a fee for considering the application for the approval of temporary air navigation obstacle’s location in the amount of 1,000 PLN net + 23% VAT. Applications sent to PANSA after this date will be subject to a fee. The invoice will be issued after the application has been processed. The payment deadline is 21 days from the date of the invoice’s issue.
