A debate on the ATM challenges for air traffic development in Central Europe during 2nd Aviation Congress

The second edition of Aviation Congress was held on the 16th of September in Renaissance Hotel in Warsaw, Poland. Every year this international event gathers many experts and aviation specialists of ANSPs, airlines, airport operators and the industry, also brings media attention. The Polish Air Navigation Services Agency appears there as a partner and an active participant.

Among many other interesting discussions a debate on the ATM challenges for air traffic development in Central Europe, moderated by Magdalena Jaworska of Performance Review Body, was set at 13:50. An acting president of PANSA Janusz Janiszewski joined it together with, Head of Network Strategy and Development Division in EUROCONTROL Razvan Bucuroiu, ATM expert and CEO of ROMATSA Adrian Florea, CEO of HungaroControl Kornél Szepessy and Jose Luis Gonzalez Paz of Indra. Panel was focused on the Digital European Sky, human factor, legal frameworks, both local and network perspective and many more issues.

Together with Romania and Hungary we are a boundary of UE and NATO with a lot of unregulated air traffic from the east. We know how to handle with volatility and unpredicted traffic. We need a collaborative decission making – said an acting President of PANSA Janusz Janiszewski

We need to have open-source systems for ATFCM, which will be under the umbrella of NM (…) to handle trajectories and to have a big picture and a full approach. We need to have it for ATFCM to prepare for what will happen with the air traffic within the next 24 hours and to predict trajectories, air traffic and possible conflicts before entering the tactical phase. This is one of our goals. (Therefore) We need a support of industry to freely combine two groups of systems – for trajectories prediction, DAC and proper exchange of information. (…) We also need operations staff and a proper change management, what is an important issue. PANSA CEO Janusz Janiszewski added that We need an implementation of DAC in Poland, this is one of our solutions for the capacity crunch. (…) Our actions work – last year we had delays level: 0,25 min/flight, this summer it was 0,18 despite the air traffic growth.

During his own presentation, which was given as an introduction, Razvan Bucuroi complimented PANSA ATCOs for a great job, what he called our scores in delays reduction. He added as well that PANSA has helped Eurocontrol to accommodate 4% of air traffic growth without generating delays.
