PANSA is Looking for Local Government Partners to Implement a Drone Project under the Recovery and Resilience Facility (RRF)

Unmanned aerial vehicles will revolutionize deliveries in suburban areas, drastically reducing transport times. Modern drone-based solutions will be implemented in engineering, geodesy, search and rescue operations. Many industries will gain conditions for development on an unprecedented scale.

Thanks to funding from the Recovery and Resilience Facility (RRF), the Polish Air Navigation Services Agency (PANSA) will create the conditions necessary to carry out this revolution. The agency will also ensure the highest level of safety for drone operations. Additionally, modern airspace monitoring systems will lead to better integration of manned and unmanned aviation, opening a completely new chapter in airspace sharing.

As part of the PANSA program under the Recovery and Resilience Facility (RRF) titled “Expansion and equipment of competence centers (specialized training centers, implementation support centers, monitoring centers) and infrastructure for unmanned vehicle traffic management as an innovation ecosystem”, new drone flight zones using cutting-edge drone technologies developed by PANSA will appear across Poland.

To achieve this, PANSA has just announced a call for applications from local governments to partner in the implementation of services under the RRF. The project includes the construction of infrastructure and development of technologies that enhance the capacity to deliver services using drones.

The project targets a wide audience, opening new opportunities for both businesses and local communities. Drone pilots and operators can expect a wider range of services enabled by advanced drone technologies, as well as opportunities to improve their qualifications. Entrepreneurs will gain new ways to use drones for deliveries, inspections, monitoring, and other activities that significantly boost competitiveness. Local government units (LGUs) and other public entities will benefit from innovative tools that support daily administrative tasks, which in turn will enhance the attractiveness of cities and municipalities—creating jobs and driving economic growth. The project thus not only opens the door to innovation but also fuels local community and economic development.

This will be made possible through the creation of a network of local Competence Centers (CCs) along with technology solutions that enable multiple types of drone flights to take place simultaneously in a dedicated airspace segment (assigned to each CC), including complex Beyond Visual Line of Sight (BVLOS) operations. PANSA plans to launch Competence Centers in 10 locations, 9 of which will be selected through the just-announced competition aimed at Local Government Units (LGUs).

We invite LGU representatives to participate in the competition, which runs until July 16, 2025. The project is scheduled to be completed by June 30, 2026.
